Do you know "traveling in space"? In ancient Chinese mythology, it represents the ancient people's yearning for the vast sky; it represents our advancements in Shenzhou spaceflight missions that turn China's flying dream into reality; it is also a romantic name for China's unique self-developed cloud operating system that arises from our breakthroughs in worldwide technical problems.
It was WANG Jian, Deputy to Zhejiang Provincial People's Congress, Academician of the Chinese Academy of Engineering, President of Zhejiang Lab (ZJ Lab), and Founder of Alibaba Cloud, who presided over the development of the Apsara Cloud operating system that enables China's "zero-to-one" breakthroughs in cloud computing.
He proposed and promoted City Brain construction to provide a "Hangzhou Model" for smart city development in China. He said that it was a gift from Hangzhou to the world.
He is involved in organizing and advancing the "Deep-Time Digital Earth" program, which studies the Earth's evolution over time by using technologies such as cloud computing and AI. At this point, a paradigm shift in earth science is happening.
In WANG Jian's case, we have seen not only infinite possibilities arising from technological innovations, but also the persistent pursuit of researchers.
Integrating Deputies' Performance of Duties into S&T Innovations
"To overcome common development challenges, humanity needs international cooperation, openness, and sharing more than ever before." President XI Jinping said that we should build a platform for international cooperation in basic research, take the lead in implementing international big science research plans and projects, set up a global-oriented scientific research fund, and step up the opening-up of the national science and technology programs.
The International Big Science Research Plan is an important global public good in the field of S&T innovations. It also acts as an important platform for cooperation among global science and technology powers to leverage worldwide S&T resources and enhance their own innovation capabilities. Thanks to constant improvements in comprehensive national strength and capacity of science and technology, China has entered an era of big science where it will play an active role in international big science research plans.
"Deep-Time Digital Earth" (DDE), an International Big Science Research Plan initiated by Chinese scientists, became a Big Science initiative of the International Union of Geological Sciences (IUGS) in February 2019. DDE aims to integrate and share global big data on Earth evolution and to co-construct knowledge graphs in all domains, focusing on major scientific issues such as the evolution of the Earth's substances and geographical environments.
WANG Jian is one of the participants in the DDE program. In December 2020, during the most critical period of the program, a team of scientists built more than 60 groups including more than 500 researchers in Yunqi Town to carry out centralized research, which is also known as the "Hangzhou Research Project".
In November 2022, the DDE Open Science Forum was held at UNESCO Headquarters in Paris, where WANG Jian was invited to give a talk entitled Helping Transform Patterns of Discovery in Geosciences through Open Science Practices.
Science and technology constitute a primary productive force. To strive to create an "important window", Zhejiang Province must rely on innovations to deepen and achieve high-quality development. At a forum with deputies to the Provincial People's Congress, WANG Jian presented the relevant information, and proposed building an ecological chain of open innovation for international big science research plans in Zhejiang Province, so as to contribute to the development of a globally competitive, open innovation ecosystem for China's science and technology.
As a science and technology worker and a veteran deputy with 11 years of experience in performing his duties, WANG Jian strongly felt that "only by following the General Secretary's instructions, continuing to give priority to S&T innovations, and combining deputies' performance of duties with the specific implementation of major breakthroughs in S&T innovation can the deputies perform their duties in an accurate, down-to-earth and thorough manner."
Voicing an Opinion about SME Development
On the afternoon of July 12, 2023, LI Qiang, Premier of the State Council, presided over a meeting with platform operators in Beijing. He listened to their opinions and suggestions on promoting the well-regulated, sound, and sustainable platform-economy development.
Alibaba Cloud, one of the representatives from platform operators, attended this event. It is also the only representative of Zhejiang Province at this high-level meeting. WANG Jian presented the basic role of sci-tech platform operators in enterprise technological innovation, and the important role of digital transformation with the Regional Comprehensive Economic Partnership (RCEP) as an opportunity.
As a deputy who has long served small and medium-sized enterprises (SMEs) in Zhejiang Province, WANG Jian always performs his duties by submitting legal proposals for policy support and dividends to promote SMEs' digital transformation and Zhejiang's high-quality development.
Since WANG Jian has long been engaged in cloud computing, he knows the importance of SMEs as the key players and main forces in scientific and technological innovation. Since serving as the co-chair of the B20 Digitalization Task Force in 2022, WANG Jian has been more aware of how much digital transformation means to the development of SMEs.
"China officially signed the RCEP, which has brought rare opportunities for the development of SMEs. However, at present, over 80% of SMEs focus on their own production and operations, indicating that there is huge room for improvement in industrial chain digitalization." To this end, WANG Jian submitted a proposal entitled Performing Digital Transformation with SMEs as Key Players to Improve Their Sense of Gain from the RCEP to actively boost the digital transformation of SMEs.
During the First Session of the 14th Zhejiang Provincial People's Congress, WANG Jian submitted three proposals on scientific and technological innovation, one of which is to attempt innovation catalysts through new private non-profit R&D institutions. WANG Jian is also propelling and practicing them with his actions. In January 2023, he coordinated and promoted the establishment of "COMAC Digital Innovation Base" in Yunqi Town, which was then the second institution named after COMAC in Zhejiang Province.
In July 2023, WANG Jian got a new identity - President of ZJ Lab. It also means taking on new responsibilities. "Responsibility on my shoulder is weightier than Mount Tai. I will go whole hog in advancing Zhejiang's breakthroughs in S&T innovation systems, mechanisms and technologies to accumulate more experience for China's innovation-driven development, and strive to build Zhejiang into an important engine that can enhance the global competitiveness of China's science and technology," said WANG Jian firmly.
