On June 8, the State-owned Assets Supervision and Administration Commission of Zhejiang Province (Zhejiang SASAC) and ZJ Lab reached strategic cooperation framework agreement at the Lab's Nanhu Headquarters. According to the agreement, the two sides will cooperate in such fields as synergic mechanism, industrial incubation, platform building and technological innovation, in order to deepen the integration of industries and research institutions, support ZJ Lab to foster national strategic technology powers, and back economic and social development with technological innovations of state-owned enterprises (SOEs). President ZHU Shiqiang of ZJ Lab and Director-general DONG Guibo of Zhejiang SASAC attended the signing ceremony. Vice President YUAN Jixin of ZJ Lab and Deputy Director-general JIANG Yangjian of Zhejiang SASAC put pen to paper on the agreement on behalf of the two sides.

Vice President ZHAO Xinlong elaborated on ZJ Lab's history, scientific achievements, team building and system and mechanism innovation. Representatives from Zhejiang Machinery and Electrical Group, Hangzhou Iron & Steel Group Co., Ltd., Zhejiang Provincial Energy Group Company Ltd., Zhejiang Communications Investment Group Co., Ltd. and Zhejiang Agricultural Development Group introduced their respective development and technological innovation approaches as well as their plans and suggestions regarding their cooperation with ZJ Lab.

DONG Guibo said ZJ Lab always aims high and makes plans for frontier research in   its five-year history. Backed by its open organization and operation structures and flexible mechanisms and systems, the Lab has presented inspiring achievements. Comprehensive strategic cooperation between Zhejiang   SASAC and ZJ Lab will facilitate the implementation of the important   decisions of the central and provincial governments and boost Zhejiang's high-quality economic development. To further deepen the cooperation, DONG Guibo pointed out that the two sides should work together to tie up   innovators and innovation factors, and probe into new organizational   structures and operation modes and mechanisms to upgrade province-owned enterprises' innovation capacity in digital economy. They should join hands to deepen the integration of digital technology and real economy, promote the "industrial digitalization and digital industrialization" reform of province-owned enterprises, and make targeted consultations to identify more possibilities for digital technology and industry integration. They should also enhance cooperation in system and mechanism reform, application of scientific achievements and the building of innovation ecology to effectively combine system and mechanism innovation and technological independence. DONG Guibo stressed that province-owned enterprises should make breakthroughs in ideological innovation, digital reform and innovative opening-up. He said the cooperation will be a new start point for them to play a greater role in   building original technology sources and a demonstration zone for common prosperity.

ZHU Shiqiang said one of the important missions of ZJ Lab is to actively serve Zhejiang's economic and social development, support Zhejiang’s high-quality development and build a demonstration zone for common prosperity. Since its establishment, the Lab has been committed to exploring new development modes for the integration of innovation chains and industrial chains. In cooperation with influential SOEs and innovative enterprises, it has created a sound and open ecology. ZJ Lab will further focus on innovation and speed up its research on key technologies to support the building of an innovative province with more advanced, applicable and reliable technological achievements. It will further build connections with the outside, and combine Zhejiang SASAC's organizational strengths and province-owned enterprises' market strengths with the Lab's research strengths to enhance cross-sector innovations and promote the whole-process integration covering fundamental research, applied research and achievement transformation. It will refine the integration targets and, via mechanisms, important cooperation platforms and projects, earnestly implement the strategic cooperation between the Lab, Zhejiang SASAC and province-owned enterprises to present achievements as early as possible.
