Rules and Regulations

Chapter 1 General Principle

Article 1  The Zhejiang International Youth Talent Club is a worldwide platform of communication and exchange created by Zhejiang Lab (hereinafter referred to as “ the Lab” ) for young science professionals in artificial intelligence,and networks iformation. The Zhejiang Lab’ s International Talent Fund for Young Professionals (hereinafter referred to as “ the Fund” ) has been established in order to motivate young researchers to engage in tech innovation and broaden their research visions, to encourage them to carry out basic research and achieve higher levels of outcomes.

Article 2  The selection of winning recipients of the Fund shall be fair and unbiased. Decisions shall be made upon whether applicants demonstrate frontier originality and feasible research outcomes in their application.

Chapter 2 Organizational Structure

Article 3  The Fund shall be administered by the Management Board for the Fund. The board comprises three panels, including an operation panel, an assessment panel, and a fund management panel. The board shall be chaired by a lab director supervising the Department of Human Resources, with Head of Human Resources and Head of Research Development as Vice Chairs.

Article 4  The operation panel shall be mainly responsible for the Fund’ s daily operation, fund management, event coordination, and applicant management.

Article 5  The assessment panel shall be mainly responsible for making and announcing funding plans as well as organizing assessments, including organizing the experts on the Lab’ s Young Professionale Committee to perform initial and second-round assessments of applicants.

Article 6  The fund management panel shall be responsible for the fund approval and allocation.

Chapter 3 Applicant Eligibility

Article 7  Applicants shall be young science professionals with less than three years of employment or full-time master/doctoral students (not including students purposely trained for targeted regions and student trainees funded by certain organizations). Applicants shall have the abilities and qualities to engage in high-level research on intelligent computing, intelligent networks, and intelligent perception, and the willingness to carry out further and in-depth research in order to complete challenging research tasks.

Article 8  Applicants shall guarantee at least six to twelve months for their research after receiving the grants.

Article 9  Each applicant can only apply for one project and receive one grant annually.

Article 10  The number of grant recipients shall not exceed 30 for each year.

Chapter 4 Application and Assessment

Article 11  The Lab will release an annual guide to the Fund from June to July in each year. Eligible young researchers can log on to the official website of the club and apply for grants by submitting the XXXX Year Application Form for the Zhejiang Lab’ s International Talent Fund for Young Professionals.

Article 12  The assessment panel will accept applications one month after the release of the guide. Experts will be organized to make preliminary decisions on applicants’ qualifications and complete the assessment. The assessment will take place in the form of on-site defenses, and the results will only be valid after the announcement’ s being kept for seven days on the website of the Lab and the internal platform of the Zhejiang International Youth Talent Club.

Chapter 5 Appraisal Requirements

Article 13  Grant recipients shall submit reports on the completion of their funded research projects within one month prior to the end of the funding period. The assessment panel will examine the research outcomes based on the reports and determine whether applicants can pass the appraisal.

Article 14  If applicants publish papers in relevant fields or complete relevant dissertation during the funding period, the paper or dissertation shall be marked as "Supported by the Zhejiang Lab’s International Talent Fund for Young Professionals”.

Chapter 6 Funding Standards and Distribution of Payments

Article 15  The Fund will provide a grant of 30,000 CNY for each recipient, within a funding term stipulated as one year. In addition, based on applicants’ completion reports and relevant papers, the assessment panel will select and reward certain grant recipients. The rewards will be given as scholarships, and the specific criteria are as follows:

a) Outstanding Achievement Award: limited to no more than one person a year with a reward of 100,000 CNY per person; recipients who publish one or more than one paper in JCR Q1 journals will be considered;

b) Excellent Achievement Award: limited to no more than two persons a year with a reward of 60,000 CNY per person; recipients who publish one or more than one papers in JCR Q2 journals will be considered.

Article 16  The grants can be made payable through wire transfer to the recipient or the recipient’ s organization. After winning the grants, recipients will be given 40% of their total grants, and the rest will be distributed after the examination and approval of their research outcomes. The year-end rewards will be paid to each winner in a lump sum.

Chapter 7 Other Provisions

Article 17  Applicants shall be obligated to display academic integrity in applying for the Fund and carrying out their subsequent innovative research, and the Lab shall be liable for the supervision and management of such processes. If an applicant is found to have engaged in any fraudulent behavior during the assessment or appraisal process, in accordance with relevant regulations of the Lab, the grant and honorary title shall be withdrawn, and the applicant will be permanently disqualified as an applicant. For persons responsible for such behaviors, the Lab will inform their organizations, and pursue legal liability for serious cases.

Article 18  During the funding period, winning recipients can apply for no longer than three months of a visit to the Lab. The Lab shall provide allowance and temporary accommodation services in accordance with its internship policies.

Article 19  This document of rules and regulations shall be implemented from the date of its promulgation and shall be interpreted by the Department of Human Resources of the Lab.
